to put on events like this that add to the cultural life that we all enjoy in this great city. so so thanks to them. [applause] and in a way that's what we're here to talk about this afternoon, the triumph of this city and all the cities, the triumph of the city, that's the title of harvard economics professor ed glaeser's book. it's about what's made cities around the world great, about the challenges that they have had to overcome and still face. we're going to talk about b that in a few minutes in the special context of this city with our panel, and we'll take questions from you as well later. but, first, to launch us off with a presentation, here's the author, professor ed glaeser. stainless steel with 18% chromium..which they believed was the industry standard. the city hired outside experts who ultimately concluded 9 chrome provides an "inherently safer design" with that the city of richmond went ahead and issued permits for the repair of crude unit 4. the chemical safety board said "we will not endorse or object to that decision" city councilman tom butt said he believes chevron "covered all their bases" and says ultimately no pipe will last forever which is why they must be "rigorously inspected on a regular basis." and catherine chevron says it is pleased the permits have been issued so they can proceed with the repairs. and get back to full production the lot of this is happening right around the christmas holiday. not with just a bang but with a whimper. >> catherine: so dan how long do we think these repairs will take? >> the okay. is there right now but they're hoping to get this done and the first quarter. chevron has said they hope to have repairs completed in the first quarter of next year, which means by april >> catherine: they two, dan. thank you --

look at the state of michigan. it has very high unemployment. the city of detroit is near 19% unemployment. so when you look at those arguments, you look at right-to-work states overall have lower unemployment rates than other states, what do you think about the potentially this being a move for the positive? maybe this is something that opens up the state to more jobs? >> there is no evidence that happens. indeed what has happened productivity has risen in this country. the last decades by 60, 70% but wages have been more or less stagnant. and if workers don't have a voice, they can't better their own condition. you know, we've had a middle class that really in terms of income been stagnant. in 201090% of the income growth went to the top 1%. the top 1% needs to be talking to the 99% and representation gives people a chance to have a voice. and essentially what, it isn't right-to-work. people don't have a join a union. they don't have a pay union dues. if a majority selects a representative, essentially everybody needs to pay the cost of that representative sentation. jenna:

there on new year's receive in. >> of course. it's new year's eve in new york city. but the snow will be gone by then. it is a snowstorm nonetheless and the roads and anyone traveling in the northeast will run into some issues. we've already seen some reports of pretty bad road conditions across pennsylvania and new york state. that's where the snow has been heaviest. in new york right now it's just pretty at this point. it hasn't really made a mess of the roadways. the storm is going to take this track, moving in from the mid-atlantic and then off the coast of cape cod, massachusetts. that's going to keep the heaviest of the snow right in that area in pink from boston right back into hartford. that's where we're going to see our heaviest snow. everywhere elsewhere we have those winter weather advisories we are going to get some snow but about 1 to 3 inches. so it's totally manageable. but any snow on the roads obviously does cause some issues. you see on the storm tracker here where the shades of blue are showing up across new york, back into eastern pennsylvania, even in central new jersey.
